My ex has moved back to her parents with my 3 year old, can I reduce my maintenance payments due to her having no bills to pay?

I thought maintenance was worked out by earnings not outgoings.
As Ummmm suggests, it's your income that counts, not your ex's outgoings:

In any case perhaps she is looking to save some money so that she can be more financially secure in the future.?

No. You're payment is based on your income, not hers. Her reduction in bills has no effect on what you pay.
