When I move the cursor to the enter button after I enter my password and tap the mouse pad everything is fine, but once the homepage has loaded moving the cursor to anything to launch it and tap the mouse pad nothing happens, I have to left click to launch the selected item

Homepage suggests Internet browser. I'm not totally understanding the question.
One normally double clicks on Windows icons to launch the programme.
Can you put the problem into other words ? What are you expecting and why. Exactly how are you getting around the issue again ?

Most likely Windows 7 Home Premium - perhaps you've disabled the touchpad. Two ways to get it back:
1) depending on the computer, there may be a "function" button which toggles it. In this case press the Fn button and, at the same time, one of the keys on the top row of the keyboard with a symbol on it which resembles the touchpad (f1 on my wife's Sony). On my old HP laptop there was a button near the touchpad which you pressed to toggle the touchpad. On my current HP laptop you tap the top left of the touchpad twice rapidly.
2) Control Panel > mouse and then "enable" the touchpad.

Yes It's a laptop with Windows Home Premium. I have always used the mouse pad to navigate to an item,tap it to launch an item/program Firstly I enter my password, place the cursor over the enter button and tap the mouse pad and the desktop screen loads as it's always done.
When the desktop has fully loaded this is when the problem occures. The cursor moves around the screen OK with my finger on the pad but, if I place the cursor over a item say the icon for Google Crome/Firefox/settings and tap the pad as I have always done nothing happens. I can only launch the items selected by clicking the left button below the pad. Hope this is a bit clearer.

If your touchpad isn’t working, it may be a result of a missing or out-of-date driver.
Open Start, enter Device Manager, and select it from the list of results. Under Mice and other pointing devices, select your touchpad, open it, select the Driver tab, then select Update Driver. If Windows doesn’t find a new driver, look for one on the device manufacturer’s website and follow their instructions.
If those steps didn’t work, try uninstalling your touchpad driver: open Device Manager, right-click (or tap and hold) the touchpad driver, then select Uninstall. Restart your device and Windows will attempt to reinstall the driver.
If that didn’t work, try using the generic driver that comes with Windows. Here’s how: in Device Manager, right-click (or tap and hold) your touchpad driver > Update driver software… > Browse my computer for driver software > Let me pick from a list of device drivers on my computer, select HID compliant mouse, select Next, then follow the instructions to install it.

One can set it to turn off laptop pads. Perhaps you did that unintentionally ? IMO turning it off is the only sane thing to do. Otherwise you'll soon have torn all your hair out and been driven insane by the thing continually pretending you used it to change things when you've not intentionally put your hand anywhere near it.
