under the new rules introduced in the recent budget, would a second home costing £75,000 attract the additional payment of stamp duty, or is there still a threshold for this new charge?

The transaction would be subject to a 3% charge. You add 3% onto the previous rate which was zero up to £125k purchase price.

The only exception for pedants is that transactions below £40k do not have to be registered currently. This continues, so no charge.
