It could be that what you want to view is a PDF (Portable Document Format), and your browser needs to install it to be able to view the content.

You should get the option to install the plug in. If you don't, try opening it in a different browser

a plugin is a small utility you can add on to do various tasks - adobe reader and flash player are probably the most commonly used as well as the one we arent allowed to mention.
