If it is not a sealed unit you could change the diaphram. If it is then you may need to replace it, but also check the vacuum pipes to the servo first as they may be perforated, split or even the hose clips might be loose.
Some vehicles like the old Jaguar XJ40 were designed with gradient brakes where pressure is applied steadily despite pedal pressure (unless you really stamp on them) and these brake pedals always felt spongy and soft and very often crept a bit too.
