later this year, I want to look at either selling my house or renting it out, what is the best option? will i be able to get a second mortgage?

Is the house mortgaged? Check the terms if it is.

If you rented the house out, where would you live and how would you fund it?

Bear in mind things like insurance (a lot more if rented out), tax liabilities and the possibilities of bad tenants.
