Thank you for the link. The commentator connects the title with Paddy Roberts and his LP „Side rim“ (spelling ?) but leaves the authorship and all other aspects unclear. So my question is still unanswered.

The song in Jno's video is taken from the 1962 Decca album 'The World Of Tsai Chin'. The track listings show 'School in Cheltenham' to have been written by Paddy Roberts:

Thanks to you, Buenchico, but also to Mamyalynne. This is the solution. I heard the song first during a period of work in Scotland in 1962/63 and at that time thought it was much older because of the light-hearted and ironic attitude.
