Bathroom walls

I am currently painting my bathroom with a good make of 'bathroom paint'. There are quite a few lumps and bumps on the walls as it is a 1930's house - 3 walls are ok but on one the paint just will not take at all. I sanded all the walls down before I started. Does anyone know why this is and what can I do to get over it? (from a DIY novice!)

Is the previous surface something really horrid like gloss paint? I have had this in two bathrooms: why do people do it? In one it did not matter as we had the wall removed and tiles put on. In the other we used a rougher grade sand paper and the old builders trick of a mis coat ( half water , half pva ) then let it dry thoroughly, did a coat of pva and painted over with colour. It did bug me tho' and if we had stayed I would have had the entire bathroom tiled because of it.

Do not spend a fortune on pva B & Q used to have a big carton in the value range for about a tenner or so. Usually hidden where the proper builders hang out ,I would ask first to save hours looking.
