The definition doesn't always come at the start or end of a clue - with some, like this, the whole clue provides both definition and wordplay; in this case the definition is a phrase that applies (but it's so general that it applies to just about everything except grapes).

In my mind, this is a very poor clue. It makes no sense and the only reason that the answer has to be GRAPEVINE, is that nothing else fits !
