I dont know the rules & regulations of Cruise Ships, but only 18 seems not enough to me.

The food was excellent, evening entertainment ok-ish, but hated the black tie dress for dinner. Would have preferred shorts & T-shirt.
We were invited to dine with the captain one night, and that was the most boring night of the cruise.

I can't speak for cruises in the past - but all the cruises I have been on have had a number of 'black tie' nights, but they are only in the main restaurants - passengers who prefer not to wear evening dress have a variety of other restaurants and cafes to choose from, where no dress code is in operation.
