are the immigration there very scrict? im going with a freind who was cautioned for drunk and disordely 4yrs ago should she declare it on the visa waiver form?
if we dont will they be able to see she was cautioned?

If I were you I'd keep quiet about it, not mention it on the visa waiver form, and cross your fingers (though not where anyone can see them). Most likely they won't know about it, but nothing's certain in this world.
