Speeding Tickets

Hi all, a friend was stopped by motorway police on M5 for excess speed and given a ticket and was told it would be sent to the central ticket office who would make the decision what action would be taken. This was a few months ago and they haven't heard a thing. Is this usual. Thanks in advance

I read the link and it said the police have 14 days to notify of intended proscecution. The person in question was given a TP10 at the scene when stopped, which as i understand go to a central ticket office who then make the decision. So I'm thinking that ticket was the notice of intended proscecution? All a bit confusing
