I wouldn't have got that. I assume it's scarf (capital/head band) around borough + air. I assume the "I have" was not part of the clue
I don't get the second reference to band either so maybe my parsing is wrong

Yes, thanks- that's what I thought I was saying at 10:26 but I'm unsure about the second reference to band- is that part of the definition along with the song Scarborough Fair
... should it say something like 'with tune and song' rather than 'band'?
