The two questions should be

Should Scotland remain a part of the U.K outside the EU

OR

Should Scotland remain in/join the EU outside of the U.K.

Presumably Sturgeon will be offering to fund repeat referendums herself.

Whatever majority she got in the election, she may represent all Scots on the regional assembly of Scotland but she won't speak for them all. Many will accept that they lost the UK wide vote and only a proportion will wish to be troublemakers to their fellow UK nationals.
