Instinct says that they should all be registered - but that is not an answer in any way, far too heavy handed. We do need to know who are the harmless, more-or-less-integrated people. (Please don't get at me for any nit-picking point here, it's difficult.) Any ideas welcome.
A voluntary registration system perhaps? Even that is not safe; if I harboured terrorist inclinations I would sign a book saying that I was safe. :(

^^^Perhaps an identity card system for everyone, with an indication of religious affiliation would be the best idea. I've mentioned this before - I don't mind and I can't think most people would.
Me, white, ethnicity British/Celtic, born in England and Christian, sub-section mainstream (very broad) C. of E.. There, what is so hard? They can have my fingerprint and eyeball print if they want.
We must accept that we are at a strange sort of war. People want to kill us, so we have to go into places we don't want to go. :(

I agree with the sentiment, Jourdain, in that I am not aware of any official spokespersons for Muslims- an equivalent of a pope or archbishop, or even at a lower level, even if it is only to make it clear that although these acts are being done in the name of the religion by a few fanatics (although I suspect there are tens of thousands who would be prepared to commit such acts), the vast majority of Muslims do not accept their actions as being justified and they will certainly not be rewarded in heaven
