What Are These, Mushroom, Tree Bark?

My relative was given these and was told it came from Scotland, some health food shop sold them. I think they are some form of dried mushroom or tree bark, apparently very expensive. Does anyone know what they are called?

They look like chaga (or birch bark) mushrooms. They're used to make a tea infusion.
