Wouldn't the clue would work better for 20d if it was announces rather than announced?

FF.I think that there is a word missing between announced and nothing

I thought it should simply be authority (SAY SO) announces (SAYS) nothing (O)

Not a sounds like on this occasion. The actual clue was indeed have been announces- just checked on line for Scottish DM
