China managed to evacuate 14 million people in 1998, due to flooding. Florida is currently evacuating about 2½ million people due to Hurricane Matthew.

I wouldn't take kindly to being told I had to leave my home but could not say anything about it. I would refuse!
The current Florida evacuation is, apparently, 'mandatory', Caran, but I've no idea as to whether or not State Troopers would actually carry someone out of their home if they refused to leave. (The risk is not only that of the high winds blasting homes to pieces but also of tidal surges leading to massive flooding and subsequent drownings).
I wasn't worried, till I read this ...
