any one know how it is poosible to trace who owns a mobile number without calling the number and speaking to the owner?? its a vodafone phone

This would come under the Data Protection act, so the answer is 'no'. However, if you are getting nuisance calls the police would have the availability to trace the calls. Certainly no one should ever be able to give you the name linked to any telephone number. You can get a telephone number if you know someones name, well at least with landlines. Don't know about mobiles.
