Allcast Dongle

Good Morning,
i purchased a allcast dongle thing from ebay. It is connected to the TV, you then set it up from your mobile phone and it " mirrors" anything on the phone, such as youtube and photos etc. The instructions for set up seem to have been translated into English by a chinaman, so after several hours of attempting the set up, and going on google, it will not work. I can get it to the final screen, it then says it is connecting, but just returns a message saying what type of connection it is doing or has done.
So the unanswered questions are>
do i need an app to run it?
how do I access the set up so i can choose " Android"?
