Rhinitis is any inflammation of the nasal passage eg allergic rhinitis = hay fever. I am not sure who told you about an op and whether you have tried other things, like reducing the allergens in your environment, water vapour inhalation, use of essential oils, reducing mucus producing food intake (dairy mainly but also bananas) On the information that you have posted here, an op would not be my first choice of treatment by a long chalk
