Do I have to be a ' friend ' of the other Facebook user if I only want them to see the message?

If you can see the other persons fb page it may have a click button to message them. That will be private to them only.

You can message people who aren't your friends on Facebook, but the message will go into their 'others' folder not their main messages folder.

The message will go into "message request" section but this will only be seen if they actually spot it is in there. The person who it is sent to then has the option to accept or decline your message. The "others" folder hasn't been around for some time now
