If a penalty is awarded during a game a lot of the takers dilly-dally about running up to the ball before striking it. I know the goalie has to remain on his line, but is he still allowed to wave his hands about and distract the on coming taker like Bruce Grobbelaar of old... (Most famously) used to do?

I can't see that anything has changed since I was getting cold and wet, while trying to blow a whistle and ignore most of the abuse coming my way, every Sunday morning during the football season back in the 1980s:

'I know the goalie has to remain on his line'

How many actually do that? If refs stuck to the rule there would be just so many re-takes

. . . but only if the opponent fails to score. (If the ball ends up in the back of the net it doesn't matter if the goalkeeper was halfway to the penalty spot when the kick was taken).
Very true

I don't really see the issue with the keeper moving forward before the ball is kicked - a penalty should be like a game of cat and mouse between the taker and the keeper, the keeper should be able to move from his line as soon as the taker begins his run up

Thanks for the link Chris, seems to be no change in the law about it they do seem so ridged these days thought I'd missed something.

Indeed Joeluke I do remember a certain Jerzy Dudek danced halfway between his line and the spot but the save was awarded.
