Possibly Eddie. I think the headphones could just be a company logo, so it's saying there are speed humps on the way to their building.

It is a notice that rumble strips are on the road so you don't think that you have a flat tyre.

Looks more like the sign is in a Car Park not on a road side.

The signs, one each side of the road, are on a publicly used road that goes though some small industrial units, I rather expect it's a private road rather than a public highway. The humps are in bolted down sections across the road rather than the tarmac humps usually seen on the highways, it would still be nice to know what the signs mean.
