He should have had the foresight to apply for permission first , but I thought that energy saving measures were highly encouraged by councils overall.

There’s no need. The man lives in a listed building and so should be aware of the special planning regulations associated with them. Furthermore, being in the “eco” business he should know that, regardless of the listed building issue, planning consent is usually required if the panels are fitted to a building which is not part of the main dwelling (tick) or where multiple arrays are planned (tick) or, in many areas, where more than sixteen standard sized panels are planned (tick). I know all of this and I am not in the eco warrior industry (nor ever intend to be) and do not plan to fit solar panels.

Mr Bazalgette was obviously trying it on and he’s now paid the price.
