Ipad Safari Problem

I wonder if anyone could please help me with this problem. When I opened safari on my iPad I found that my favourites, reading list & links have all disappeared. When I try to rebuild my favourites list by marking a page as a favourite it doesn't add it to the favourites list. I've tried the hard reset & clearing the cookies but to no avail. Is there any way to resolve this problem & recover my favourites again ? Thank you in advance for any assistance

Have you tried turning off iCloud and rebooting the iPad

When you tap the book icon (top left hand side) if your favourite link is not listed have you tried tapping favourites option (2nd one down on LH side) to see if they are listed on the second page.
