Chavs-a conspiracy theory

in one of my moments of insomniatic imagination i thought of a conspiracy theory involving chavs.
the government have been passing laws and drowning the police in paper work to prevent the "chav" (lawlesslyness and anti-social behaviour) phenomenen from developing.
they are doing this so that no one argues when they tear down the human rights law (which is what chavs always seem to mange to escape justive with) and impose whatever laws they want.
what are your thoughts on my litte theory?

For more on marking an answer as the "Best Answer", please visit our FAQ.i sort of agree with you - i think that the government have diluted the nations civil liberties through there antisocial behaviour legislation as this will be popular with the majority of people but in so doing they have taken the first step in a wholescale alteration of what we have traditionally believed are important civil liberties. I think the legislation was really a testing ground for further erosion (terrorism acts, limiting right to protest ect)
