Takeoff and landing are the most dangerous parts of airline travel and it is during these manoeuvres that passengers should be aware of what is going on around them; not be distracted with and impeded by equipment, especially that which interferes with your ability to listen to your surroundings.
The answer is yes (and this includes mobile phones). Electrical equipment is required by law (most strictly american law) not to emit certain frequencies of electromagnetic radiation. All electrical equipment emits some of varying power and frequencies. These are therefore within safe limits. However this assumes that ALL manufacturers have conformed and obeyed to these rules AND that the equipment is functioning properly. The most susceptable piece of equipment in a plane is the guidance system, which is increasingly more important these days! Especially at TO/L! Old mobile phone (really old) operated at frequencies that could at higher powers effect these plane systems. However again this is very unlikely, the idea is really why risk it!
