Does anyone recall a film where someone said 'radio tokyo' while pretending to tweak nipples? I seem to remember it being a war film. Any clues greatly appreciated.

Are you sure the movie you are thinking about is called 16 candles. It starred Molly Ringwald and a nerdy guy says to a girl "tune in tokyo" while tweaking her nipples.
