Any electrician could replace it quickly and easily. Indeed, anyone who's got the slightest electrical knowledge could do it in a few minutes (after going to Screwfix to buy a new timer switch for a tenner). So a local handyman could do the job. (The simple replacement of existing components doesn't require a qualified electrician to do the work or to certify it as safe). It's only a matter of turning the power off, unscrewing the old switch and screwing a new one into place.
