Posts in Business & Finance - it's always Business & Finance! - in Russian, in the early hours of the morning, tend to be either spam or the precursors to spam. It certainly wasn't a valid B&F question anyway!
If it had been in English it would most likely have been left on.

It's in a foreign language, in the wrong place, it's almost certain, rightly, to be removed.
I translated it (and reported it)It seemed to be a rant/ sort of advert,although Bing Translator doesn't always prove reliable.
