I just purchased an old 1980 rotary desk phone. I was wondering how to get the plastic piece off, so that I can put in my phone number.

Try a strightened out paper clip or a pin, eased between the edge of the plastic and the rim of the dial. You might even spot a small indent in the rim of the plastic to guide you
Easiest way - it only clicks in, so a piece of sellotape stuck firmly, pull it out, and then peel the tape away.
The GPO engineer's trick was to tap it sharply just off-centre with the handle of a small screwdriver. This causes one edge to flip out if you do it right.
I worked for BT for years .. in my toolkit was the sucker end from a kids bow & arrow ... worked every time
