firstly, has the turning off of your water stopped the problem?
if it has then you have a leak in your pipe after the stop tap.
if water can not go down it pools and as the pooling gets deeper it will start to show above tile level.
if you do have a leak then check it isn't coming across the floor from the wall but apearing to come up from the floor, put newspaper down when floor is dry then see where water first appears.
if it's your property then i'd advise getting the plumbing done properly 'cos another bodge could just put off a bigger disaster. if it's a rental the landlord is most likley responsible for the repair. also check if your insurance covers it.
