Passport Gone Through The Wash

My husband's passport went through the washing machine. It is not due to expire until July 2019. Does he need to apply for a new one, and if so will it start from today or July 2019?

I would imagine so, modern passports have an electronic tag in them that will most likely no longer work. The risk is arriving at the airport and being turned away prior to boarding your flight!

Why on earth would you need to provide a birth certificate to replace a damaged passport?

Maybe there are people out there who would damage a passport to the extent that the applicant was unrecognisable and the issuing authority wants additional proof, just in case a ne'erdowell is trying to obtain a document in their name by fraud.

I know it's hard to believe that such people exist, especially in these peaceful, unthreatening times but maybe an extra check, just to be sure.
