Is it cheaper to leave a fluorescent light on all day than to shut it on and off after each use (high usage area-bathroom)

I think it's more energy-conscious (and therefore cheaper) to switch on and off. Although saying this, the starter motor may take more power. I don't know how they work. Why do you need a light on in daytime anyway?
