NO, but my son has a NatWest account which has a card which he can use to draw money out of a cash machine, as long as he has the money in his account. You have to be 18 to have a debit or credit card as you need to be 18 before you can get credit, and using either of these cards means you may borrow money.
16 for Electron and Solo. 18 for anything which also acts as a cheque guarantee card (most Visa Delta or Switch cards).
You can have a cash card at the minute although why you have enough cash, at ten, to even think about this is a worry.

both my sons got a natwest solo card when they were 11.
try natwest,the rules may have changed now but they were both definatly 11 when they first got one.
