Italy has every reason to be concerned. Other EU states are refusing to take their allocated quotas of migrants.

I was in Malta last year. From an ex pat....they don't let boats dock, the intervene and send them on to Italy.

I think Italy needs help from the EU as a whole, they need to intercept these boats and send them back long before the get anywhere near Italy etc.

What would it take for the EU to act that way?

They should see them safely ashore, treat anyone injured, give them a drink and a hot meal, then immediately put them on a safe, well-guarded boat back to where they set out from. Do that for EVERY incoming boat, and let it be known far and wide that that is what will happen.
