Hi do I need to pay for TV licence if the family only watches YouTube. ?

One of my friend is an international student and she asked the question. She basically just wanted to watch YouTube non live videos. She can't afford the ridiculous TV licence cost.

Where does she live? You only need one licence for an address, so if she rents a room in a multi occupancy house or house shares you only need one licence for the address. Different if the house has been converted into individual flats.

The referenced web page is somewhat ambiguous, and does not make it plain that a licence is NOT required for YouTube videos - only for live streaming.
Also it is required for BBC iPlayer catch up - but not ITV Player, 4OD or any other non-live source.

But beer and coffee are important, ivor - whereas paying for a TV licence is just 'boring' ...
