What did they expect?

Just reading some websites and I see it has been reported that Aislenye and Lea have been telling the other housemates to "expect new housemates" Apparantly it looks like they have overheard carpenters discussing plans next door.
Why the hell didn't Big Bro build the secret house the same time that they built the real house? What did they expect?
I saw a picture last week of a birds eye view of the garden with the housemates sunbathing and the secret house was still being done, I thought then surely the HM's would hear all the going's on. Bloody stupid.

i agree seems a bit daft to me unless they plan on making it a task. the new housemates have to finish building their own house!!!
