They can gravitate as long as the group demands don't clash with representing the views of the constituents. Such grouping should be fluid not fixed.

Seems to me that they are low, but they've always been low, and there's only a very moderate downward trend. Looks like most people either side of the debate have at this point nailed their colours to the mast. Might take Trump actually testing his "I could shoot someone in the street" theory to see a more major collapse.
