It seems that Trump has declared that he wil not "allow or accept" transgenders in any capacity in the US military. Can this be justified?

US military spends $84m on erectile dysfunction medicine annually but cannot afford $3m to help transgenders. Lucky that they can pick and chose who they want to defend them.
Would being trans save you from being drafted if war broke out?

Feb: Rescinded protections for transgender students on their use of restrooms in public schools
Mar: Revoked protections for LGBT workers against discrimination in hiring and employment
Apr: Dropped federal lawsuit over North Carolina's statewide prohibition on LGBT equaliity
Jul: Signalled that US military will not "accept or allow" transgender people to serve
