Can anyone please explain why Hamilton was told to let Bottas finish in front of him when he was clearly fastest? Thanks.

He was returning a favour:

Given the points situation between Hamilton and Vettel going into the race I'm surprised Mercedes didn't order Hamilton to remain in third place

If Hamilton loses the title by the difference in points they may well rue that decision

The whole GP was a bit of a joke - the combination of a narrow track and the new wider cars (plus overheating problems from the air turbulence when following another car) meant that overtaking was effectively impossible - a shockingly boring race.
