The last clue for me (there often seems to be one I don't get).
9d 'Express tears over one Woody Allen film' (7). I have S_E_P_R so I think the answer is 'sleeper' which is a Woody Allen film, but how does it relate to the first part of the clue?

My theory the other day was that an Express Train tears(speeds) over railway sleepers.
A sleeper train could be an express train. Tears could pronounced to rhyme with hairs
Mamyalynne's explanation is better- wooden sleepers on the track rather than sleeper train
I initially went with your first idea but think the one I settled on works a bit better.

If it's tears, as in rips, it already does rhyme with hairs.
