I have trawled through my Oxford dictionary of Quotations and sorry to say it's not listed in the book anywhere nor will google match it at all with anything......I have a few other quotation dictionaries and I will peruse those but you may find this one quite hard to marry up to one person definitely but I second their thoughts.
"Anyone who hates children and animals can't be all bad" is a quote from the great American comedy-actor, W C Fields. Sounds as if yours could be from the same stable!
I know this is not the exact quoation, but the idea is alike: 'If you strike a child take care that you strike it in anger, even at the risk of maiming it for life'. It goes on: ' A blow in cold blood neither can nor should be forgiven'. Man and Superman (1903) Maxims for Revolutionists: How to Beat Children' The Oxford Dictionary of modern Quoations. I'm glad my mom never read that book.:)
