Is there a requirement to ask permission before scattering human ashes in the sea?
If so to whom should that request be made?

we scattered mum's ashes near trees,not in full view though

Though I wouldn't recommend trying to do it from a pier on a windy day as the strollers might get more than they bargained for. :0)
I scattered some of my husband's ashes into a river in Spain which flowed into the sea. It made me feel that he was always part of the area where we had lived.
