The member of the public was threatened with arrest for not obeying the instruction from a policeman, which constitutes a public order offence, which is an arrestable offence.
The travellers' trespass action was dealt with separately by appropriate issue of notice to depart, or face arrest.
So no, members of the community cannot behave as they wish anywhere, whether they own the field or not - and neither can the travellers, and the police dealt with both appropriately.
As to why travellers are not dealt with immediately, legislation demands a Court Order, which takes time.

Because that is an impractical use of manpower and resources. You can arrest the adults, what about the children, what do you do with them?
If the Court Order is ignored, the police can physically remove all the vans from the site, which has far more effect than any piecemeal action.

Because you are a fixed-abode citizen, the police can find you at home and arrest you - the travellers have no fixed abode, so tracking them down to arrest them is impossible.

No Andy - you arrest 50 travellers - leave them in jail until you can find a (sadly elusive I hope) Magistrate and then they have to post substantial bail before you set them free - and you keep the money if they don't show up in court when they should.
At least they are inconvenienced and lose some cash.

" - I don't care I want them gone ASAP and I want them to find it more difficult than they currently do to bring misery to the indigenous population. Is that so wrong? I get sick and tired of society protecting and making excuses for these low life parasitical outlaws. If we made it impossible to carry on like they do they might actually join the human race.
yes SD, I also have a biting contempt for people like those on here who want to exchange platitudes rather than deal with the problem. "Ah the police are afraid" yada yada- bowlocks no one is afraid of them we just don't have the backing of our own society who'd rather send social services up to make sure the kids are getting 5 a day than stop them wrecking local amenities.
