Roses producing no buds?

I have one rose bush (bought last year with a number of othrs all of which are flowering) which shows no buds at all.
The shoots seem to grow well - and as I thought there were no buds and the shoots may be suckers I removed them - will my rose ever have flowers and how can I help it to bloom?

For more on marking an answer as the "Best Answer", please visit our FAQ.I think its possible that all the energy had previously been chanelled into the suckers that you removed, so hopefully now the bush can return to the busines of producing flowers ( I love to be positive)
