Roses producing no buds?

I have one rose bush (bought last year with a number of othrs all of which are flowering) which shows no buds at all.

The shoots seem to grow well - and as I thought there were no buds and the shoots may be suckers I removed them - will my rose ever have flowers and how can I help it to bloom?

I think its possible that all the energy had previously been chanelled into the suckers that you removed, so hopefully now the bush can return to the busines of producing flowers ( I love to be positive)
Feed every 6 weeks with blood fish and bone fertilizer for some good bloomers! Good Luck. T bird+
