Boris is after the Tory leadership and all he has done in the last 2 years is aimed at that end. As I have said before, just 8 hours before the official start of the EU referendum he phoned Cameron and offered to change sides and support 'Remain' if he was given the Party Leadership as his reward. This is an oft repeated fallacy. The rebate can only be calculated retrospectively because of its complexity and the initial provisional calculation is monitored over four years as 'better' revenue data emerges.
To quote the European Parliament:
"The initial calculation of the UK rebate for a given year is budgeted and paid the following year, on the basis of the provisional values of the variables that play a role in the calculation and financing of the mechanism. The definitive amount of the rebate is known (and any difference with the provisional amount is accordingly budgeted and paid) four years after the year in question, on the basis of the final values of the relevant variables."
"For example, this means that the 2007 UK rebate was budgeted in the 2008 EU budget in terms of a provisional amount, while the definitive amount for 2007 was calculated and budgeted only in 2011. In 2011, an amending budget addressed the difference between the provisional and definitive amounts of the 2007 UK rebate. In addition, between 2008 and 2011, the provisional amount was regularly monitored in order to budget any significant change in the estimate of the rebate."

They would have issues with getting rid of Boris. He's still standing up for implementing the result of the referendum. Something many wouldn't have believed after the result was known. Lose one of those sticking up for democracy and you lose loads of respect as a party. They could do with finding some more folk willing to implement Brexit, not do away with whoever they find that still pushes for it.

But the whole of that sum did not leave the Treasury's coffers because before anything was paid to the EU, the UK's rebate of £75m per week was applied. The total sum sent worked out at £252m per week.”
Anyway I don’t particularly care one way or the other because the EU’s idea of a “rebate” and mine is somewhat different. Effectively they say “we’re charging you an agreed sum which includes a reduction for xyz”. They define that as a “rebate”. It’s rather like saying I get a tax rebate each month because I pay a reduced amount of tax by virtue of my personal allowance.
