Any Bt Engineers Here Can Help Me?

Hi I live in quite a rural part and receive internet speeds low as 0.3mb/s and dropping out. my neighbour next door who lives 100m away, further from our enabled fibre cabinet than me, has had a bt engineer out last week and connected them to something called sub15 fibre and now get speeds up to 20mb/s.
I have called asking for the same and been told there is no fibre in my area iv spoke to several people made 12 calls been cut off 7 times not being helped at all can anyone shed any light on this for me? Thanks,
