No. They've got it all wrong.

All they need to do is get a few of hugemoungous extractor units at spaced intervals around the city of London and suck out all the bad air.

It would have the added effect of siphoning off and cleaning up all the bullcarp from the metropolitan elite and luvvies who think they know better.

I've learned from this that the most polluting buses were pulled from London and redistributed all-over the regions. Gee, thanks guys. Not content with starving us of money, you are now trying to kill us!
